Executive Summary

This metadata report details the methodological approach adopted by Economics, Data & Statistics (EDS) in compiling school statistics for NEOM. It outlines the statistical concepts and definitions used, the type and sources of data, the reference, and release periods.

As of July 2025, there are two schools operating in NEOM: NEOM Community School, located in NC1; and NEOM Oxagon School, located in Oxagon. NEOM schools follow a two-semester academic year, with each semester corresponding to a half-year period. The first semester runs from August to December, and the second semester spans from January to June. School statistics are updated monthly.

In the monthly school statistics, the reference month corresponds to the month in which data is extracted from source systems. The data extraction cut-off is set for the third Thursday of each month. For example, if data is extracted on the third Thursday of May 2025, then May 2025 is considered the reference month.

While EDS ultimately aims to produce comprehensive education statistics, the current scope is constrained by data availability. As such, the focus is limited to school-related statistics. For instance, this publication does not yet include key indicators on the educational status of NEOM’s resident population or learning outcomes. The initial phase, therefore, concentrates solely on school-level data..

The development of school statistics is guided by the methodological framework outlined in the Guideline Joint UNESCO-UIS/OECD/Eurostat manual on education statistics. The classification and measurement of education indicators are grounded in the International Standard Classification of Education (ISCED) Programme 2011 . The International Baccalaureate Programme (IB) is also taken into account, given that schools in NEOM are IB-certified and adhere to their curriculum structure and reporting standards.

To compile school statistics, EDS relies on administrative data drawn from the NEOM HR database and School Administrative Databases.

Using these sources, EDS has developed a Statistical Education Register (SER), which consolidates individual-level data on students and teaching staff, each identified by a unique identifier. The SER serves as the foundation for deriving indicators for school statistics.

A rigorous data quality assessment and assurance process is applied at every stage of SER development and the production of school statistics. School statistics are published on the 15th of the month following the data extraction. For example, if data is extracted on the third Thursday of June 2025, the statistics are published on 15 July 2025. If the 15th falls on a weekend or public holiday, the publication is moved to the next working day.

Classification system

EDS adopts the International Standard Classification of Education (ISCED 2011) as its foundational framework for classifying and organizing education data across all subsectors. Developed by UNESCO, ISCED 2011 provides a globally recognized structure for categorizing both education programs (the education program that an individual is enrolled in) and educational attainment (the highest level of education an individual has completed). By adhering to ISCED, NEOM ensures consistent classification of education data across all levels, from early childhood education to tertiary and vocational education, based on internationally accepted definitions.
